social responsibility

social concern among the people is lacking, for ex. girls are raping by the anonymous, even they are focing them at crowd garthering places and no one asking anything and following by taking them to some lonely places and raping them. i have seen an article in a paper on this issue , really disappointed and even people dont have any social concious.
